Complying with the Connecticut Stormwater General Permit
Most marinas and boatyards are required to have a permit for the
discharge of stormwater from their facilities. This requirement
applies to marinas and boatyards that: 1) are classified under Standard
Industrial Code (SIC) 4493 (Marinas) and SIC 373 (Ship and Boat
Building and Repairing), where portions of the facility are involved
in boat, vehicle or equipment maintenance, fueling and/or vehicle
or equipment cleaning operations and, 2) have a point source stormwater
discharge associated with the industrial activity.
A Point Source discharge is:
The discharge from any conveyance, such as a pipe, ditch,
channel, swale, or other discrete discharge (including boat
launch ramps and marine railways) which is used for collecting
and conveying stormwater that comes from areas related to
manufacturing, processing, maintenance, waste disposal, or
material and boat storage areas at your site. Typical marina
activities considered "industrial activities" include boat
maintenance (particularly bottom pressure washing and sanding),
painting, engine maintenance and disposal of paints, solvents,
engine fluids and other waste materials.

If your facility meets both of these criteria you must:
1) Register your facility for inclusion
in the current General
Permit for the Discharge of Stormwater Associated with Industrial
Activity [WORD .doc] by completing the General
Permit Registration Form [WORD .doc] for the Discharge of
Stormwater Associated with Industrial Activity and submit a five
hundred dollar ($500.00) permit fee to the Department of Environmental
Protection.
(If you have previously registered for inclusion in and earlier
General Permit for the Discharge of Stormwater Associated with
Industrial Activity but have not registered for the current permit
issued October 1, 2002, modified July 15, 2003 you only need to
complete the Renewal
Registration Form [WORD .doc] for the General Permit for the
Discharge of Stormwater Associated with Industrial Activity and
submit a five hundred dollar ($500.00) permit fee to the Department
of Environmental Protection.)
2) Prepare a Stormwater Pollution Prevention Plan (SWPPP)
for your facility which provides the information required in the
the General Permit for
the Discharge of Stormwater Associated with Industrial Activity
[WORD .doc]. The SWPPP is a plan that specifically describes your
facility, potential pollutant sources, good housekeeping and other
best management practices to prevent pollutants from entering
stormwater runoff from your facility.
A Sample Stormwater Pollution
Prevention Plan (SWPPP) and Templates [WORD .doc] are available.
You can prepare the plan "in house" or hire a consultant to prepare
the plan. Once it is complete it must be signed by a licensed
Professional Engineer (P.E.) or a Certified Hazardous Materials
Manager (CHMM).
3) Conduct annual stormwater sampling and submit the results
to the Department of Environmental Protection on the Stormwater
Monitoring Report Form [WORD .doc].
